The County should use this opportunity to increase and improve community open space, provide different civic, housing, and commercial opportunities, and increase the local tax base.
Village Extension
An extension of the Village of Palmyra is needed to accommodate existing facility improvements for the County. The Pleasant Grove property should build according to the existing patterns that have evolved in Palmyra and other Central Virginia villages.

It is essential to use Pleasant Grove as an opportunity to increase land values and revenue for the County. This can be done with a combination of public and private investments while maintaining and strengthening community open space.
Improve Recreational Uses
Provide the citizens of Fluvanna County with a multi-functional recreation facilities that reflect the existing pastoral character of the Pleasant Grove property.
